Theoretical Thinking on Establishing "National Programs of Indigenous Technological Innovation"

本文主要讨论三个问题:在经济开放条件下为什么必须进行自主技术创新;自主技术创新的主要难点是什么;为什么必须建立"自主技术创新国家工程"。作者表明,只有进行自主技术创新,本土企业才有可能应对经济开放条件下来自跨国公司的竞争;自主技术创新的难点主要不在于开发出先进的技术,而在于"后来者劣势"使得已经开发出来的技术和产品难以被市场接受。正因为如此,自主技术创新不能单靠企业自己的力量,而是需要建立"自主技术创新国家工程"。

This paper discusses three topics： why indigenous technological innovation is important in the era of globalization; what are the key challenges in indigenous technological innovation; and why it is necessary to establish national indigenous technological innovation programs. The author indicates that local firms would not be able to compete with multinational companies without developing proprietary technology; the key challenge of indigenous technological innovation is not about proprietary technology development but about ＂latecomer disadvantage＂, which makes it hard for technology and products developed by local firms to be accepted by the market. For this reason, in order for indigenous technological innovation to be successful, it＇s necessary to establish national indigenous technological innovation programs, in addition to efforts at the firm level.
