Problems and contradiction in water resources environmental management of Dongjiang Basin

东江水资源环境管理问题,实质上是共同资源的利益分配问题,凸现了我国资源环境保护在经济转轨时期面临的环境管理方面的挑战。其矛盾具体表现在:①在有限自然资源和无限经济发展之间选择合理的经济发展模式;②在不同经济发展水平的地区实行流域统一管理的障碍;③"一国两制"下的流域管理体制和机制。探讨了高强度开发地区水资源开发利用特征、不同经济发展水平地区之间的流域协调管理、"一国两制"条件下跨界水资源保护等的现代水资源问题与管理的迫切性。

The essence of the problem of water resources environmental management in Dongjiang Basin is the sharing of the common resources and allocation of interest,and the problem highlights the challenges of environmental governance during the socio-economic transition period in resources and environment protection in China.The inconsistency are the following： ①selection of a rational economic development mode between limited natural resources and unlimited economic development;②the obstacles and challenges in implementing integrated watershed management in areas with different economic development levels,③water management systems and mechanisms under the conditions of ＂one country, two systems.＂ In the study of water resources and environmental management in Dongjiang Basin, the following problems reflecting the urgency of modem water resources management should be investigated, the characteristics of water resources development and utilization in high-intensity development areas, watershed coordination management of different economic development level regions, and transboundary water resources protection under the conditions of ＂one country, two systems.＂
