Analyzing the Second-time Decision about the "Two-oriented" Policy in the Context of Free Compulsory Education in the City

解决城市免费义务教育的难点和关键在于能否解决好农民工子女的就学问题。2001年以来,"两为主"政策在解决农民工子女就学问题中发挥了重要作用。然而,随着城市免费义务教育的推行,"两为主"政策的实施细则还需二次决策。当前社会的变革以及"两为主"政策实施以来积累的经验和面对的问题,都为"两为主"政策的二次决策提供了可能和必要。

The difficulty, and also the key, of solving free compulsory education problems in cities lies in the schooling of migrant rural workers＇ children. Since 2001, ＂two-oriented＂ policy has been playing an important role in resolving the schooling of migrant workers＇ children. However, with the implementation of free compulsory education policy, the details of the experience gained and p ＂two-oriented＂ policy need a second consideration. The current social changes as well as the roblems faced since the implementation of the ＂two-oriented＂ policy, have made it possible and necessary to make a second-time decision about the ＂two-oriented＂ policy.
