苏州无锡常州都市圈发展轨道交通的可行性

The Feasibility of Developing Urban Mass Transit in Suzhou-Wuxi-Changzhou Metropolitan Region

研究目的:今后一段时期,随着我国铁路跨越式发展战略的逐步实施,苏锡常都市圈轨道交通将迎来发展良机。目前,该地区轨道交通规划已取得阶段性成果,下一阶段重点将是轨道交通项目前期准备工作。日本东京都市圈轨道交通是世界最发达的地区之一,本文通过介绍它的建设发展历程,借鉴其经验做法,提高苏锡常都市圈轨道交通规划实施的可行性,促进城市与交通协调发展。研究结论:苏锡常都市圈是我国经济发达地区,已具备发展轨道交通的经济基础;交通供需矛盾突出,发挥轨道交通比较优势,将迎来轨道基础设施建设高潮;提出下阶段要推进铁路体制改革、适度超前建设基础设施、深化不同层次线网衔接、建立健全市场投融资机制等几项重点工作,实现区域轨道交通快速发展。

Research purposes： In the coming period, with implement of the national railway development strategy gradually, Suzhou- Wuxi -Changzhou metropolitan region will face the great development opportunity of urban mass transit. At present, the Suzhou - Wuxi - Changzhou metropolitan region has achieved the phase results in planning the urban mass transit. The next work is to do the preparation work for the urban mass transit. The Tokyo metropolitan region of Japan is one of the most developed areas in urban mass transit. This paper introduces the development process and experince of the urban mass transit in Tokyo metropolitan region for proving the feasibility of implementing the urban mass transit plan for Suzhou - Wuxi - Changzhou metropolitan region to push foreward the coordinated developments of the city and transportation. Research conclusions： The Suzhou -Wuxi -Changzhou metropolitan region is one of the most developed areas in economy in China, with the economic foundation of developing the urban mass transit. As the contradiction between the supply and demand in traffic has become obvious and the urban mass transit has the comparative advantage, the Suzhou - Wuxi - Changzhou metropolitan region will usher in the upsurge of urban mass transit construction. The next works are offered to realize the rapid development of urban mass transit in the Suzhou - Wuxi - Changzhou metropolitan region, including railway system reform, appropriately advanced construction of infrastructure, deepening the line links with the network at the different levels and establishing the market financing system.
