摘要
建设高等教育强国,提升高等教育质量与水平是核心。准确认识高等教育质量与水平的内涵及相关概念的区别,是高等教育质量理论研究的逻辑起点。本文给出了高等教育质量与水平的定义,并从宏观、中观和微观三个层次阐述了高等教育质量与水平的内涵。高等教育质量与人才培养质量,高等教育质量与高等教育水平,高等学校的教学质量与高等学校的教育质量存在着密切的联系,同时也存在显著的差异。
Promotion on the quality and level of higher education is the core of buliding a great power of higher education. The starting point of theoretic research on the quality of higher education is exactly understanding the concepts of higher education in quality and level and distinguishing relevant concepts. This paper shows the definitions of quality and level of higher education, which is divided into three levels: macro-view, meso-view, micro-view, and elaborates the connotation of quality and level of higher education as well. There are close links and significant differences as following elements: higher education quality and talent cultivation quality, higher education quality and higher education level, teaching quality of university and education quality of university.
