简论我国城市规划法制建设的演进

Process of Construction of Legislation for City Planning in China

本文从城市规划法制的历史进程入手，描述了从计划体制到市场体制规划法制的地位变迁．而后进一步从规划的编制、规划的管理、规划的合理性与科学性、规划管理的权威性与严肃性等角度分析了规划法制的地位、作用及原因．文章最后提出了城市规划依法行政时应注意的几个问题。

Beginning with the historic process of legislation for city planning, this paper describes the change of status of planning legislation from Planned Economic System to Market Economic System. Then, it analyzes status, function of planning legislation from the angles of working out plane, administration,reasonability of planning, etc.. Finally, it points out some issues in the process of implementing legislation for city planning.
