上海市人口众多、土地资源相对缺乏、环境容量十分有限,城市化进程的加快使土地利用效率低下、用地结构失调等问题日益突出,土地利用前景堪忧。针对这些问题提出了从系统的角度进行上海城市土地利用和规划,以城市发展规划为总领,合理控制各类土地的使用,促进土地资源的集约利用与城市生态经济系统的协调发展,以及上海土地利用规划的对策建议。

Shanghai is a city of relative lack of soil resources,rarely limited environmental capacity with a plenty of population. Acceleration the urbanization progression produces the several troubles of low efficiency and structure imbalance of soil utilization. Based on leading the urban development planning, equitablly controlling to use the sorts of soil, promoting to be in harmony development with intensive use of the soil resources and urban ecology economy system, this paper presentes the countermeasures and suggestions above questions from the system angle for Shanghai metropolis soil utilization and planning.
