中国民间组织官方背景的学理解析——从国家主义到新法团主义维度

Theoretical Analysis for the Official Background of Non-Governmental Organizations in China: From Nationalism to New Corporatism

社会既是民间组织丰富公民生活的自足空间,又是弥补市场与政府"失灵"的公共领域,然而在国家主义思潮影响下,传统中国的社会领域却被国家全面湮没。改革开放后,中国社会开始从国家笼罩下逐步复归自由,民间组织在政府主导下有序生长并对社会肌体发挥调适作用。西方新法团主义对于理性定位中国政府与民间组织关系,促进二者良性互动具有强大的解释力。因此,重新规塑政府与社会关系,引导民间组织健康发展,形成充分发育的公民社会,这是当下中国社会改革的第一要务。

The civil society is not only the self sufficient space for the non-governmental organizations to enrich the civil life, but also the public domain to make up the ＂failure＂ of the market and government. However, under the influence of nationalist ideas, the Chinese traditional society is totally under a state control. After the reform and opening up, Chinese society gradually reverted to a free status and the non-governmental organization develops and plays an appropriate social role under the guidance of the government. The western new corporatism has a positive explanation power to promote a rational relationship between governments and non-governmental organizations. Therefore, to regulate the relationship between government and non-governmental organizations, to guide the non-governmental organizations to the right way and to form a fully developed civil society, are the priorities of China＇ s social reform.
