国际劳工非政府组织与中国地方政府的博弈——基于两个个案的分析

Games between International Labor NGO and Chinese Local Governments: Analysis of Two Cases

跨国公司和资本的全球化将中国的劳工服务纳入全球视野。国际劳工NGO的"双重敏感性",使其通过"借"、"隐"策略来换取地方政府的信任。二者的博弈,促进了地方政府对社会工作服务理念、社会工作手法、劳工NGO、劳工问题的认识,有利于监督地方政府的服务成效。地方政府的权威也为国际劳工NGO服务的开展提供了便利,有利于中国本土化劳工服务的形成,但是政府权威也可能使国际劳工NGO部分放弃原有的服务宗旨,对组织的发展有一定的影响。

Transnational corporations and capital globalization lead Chinese labor services into a global vision.Owing to the ＂dual sensitivity＂,the International Labor NGO has to get the local governments＇ trust through ＂borrowing＂ strategy and ＂hidden＂ strategy.The games between international labor NGO and Chinese local governments promote the latter to understand the service concepts and the methods of the social work,labor NGO and labor issues,which is beneficial to monitor the effectiveness of the local government services.The local government＇s authority in return brings great convenience to the development of international labor NGO services,and is of great help to form labor service with Chinese characteristics.It may however make the international labor NGO partially give up the original service purposes,which will affect the development of the organization.
