长三角区域产业升级转型中的文化发展战略

Strategies for Cultural Development in the Yangtze River Delta

欧美发达国家的经验表明,当一个国家或区域工业化步入中后期,进入"投资导向向创新导向"转型发展阶段时,不但出现了产业升级转型,转变经济增长方式,迈入知识经济社会形态的发展态势,而且也出现了以"人本、创新与文化多样性发展"为核心的价值理念,以国家文化政策的引导,以创意产业的链接耦合方式,来支持产业升级转型,实现经济、文化的一体化发展的文化变革与进步。目前长三角区域正步入创新导向的经济发展阶段,长三角各区域的文化建设还处在自身建设的阶段。在长三角区域产业升级转型,步入创新导向阶段时,应通过确立创新价值导向,保护和促进文化多样性发展,大力发展创意产业和推进精致化行动来支持长三角区域经济社会又好又快发展。

Experience of developed countries in Europe and America shows that, when the industrialization of a country or region steps into the middle and late periods, both the mode of economic growth and industrial upgrading will transform. The kernel concept of ＂human-oriented, innovation and diversity of cultural development＂ will help to innovate and transform the industrial upgrading, and the integrated development of economy and culture. Economy in the Yangtze River Delta is experiencing a new phase of innovation-oriented development, while culture in the Delta is lagging behind in the self-construction phase. Therefore, we should develop culture on the base of innovation, protect and promote the diversity of cultural development, and endeavor to develop creative industry, so as to realize the fast and sound development of the Yangtze River Delta.
