科技服务对国民经济增长的支撑作用正日益彰显,但科技服务业在我国尚未受到足够重视。上海科技服务业初步形成体系,发展迅速且增长潜力大,技术扩散能力不断增强,总体地位趋于上升,但总体规模偏小,投入力度小,服务人才层次低,行业协会作用较弱,地区发展不平衡,与国际水平差距较大。因此,构建多元化的科技中介投资运作模式,建设具有上海区县特色的科技服务业集群,优化发展环境,引进和培养高端专业服务人才,提升行业协会的服务能级,加强科技服务业品牌建设是上海科技服务业发展的主要任务。

Scientific and technological service is playing a more and more important role in the development of national economy, however, it has not aroused due attention. The scientific and technological service in Shanghai has initially come into shape, developed fast, and made much progress. However, it lags behind international services in scale, investment, service talents, function of associations, and regional development. Therefore, it is necessary to establish a multi-polarized mode for scientific investment, build a service cluster of Shanghai characteristics, optimize conditions for development, introduce and cultivate talents for professional service.
