<ABSTRACT> In this paper,the optimization aided decision model is presented from the general viewpoint of the railway network capacity,and an effective algorithm(the Primal-dual Circle Algorithm) is proposed on base of combinational optimization theory and the combinatonal quality of rational train routing.
