The survival and development of agriculture has always been threaten and destructed by agriculture disasters, but agriculture disaster reduction has always created the conditions for the survival and further development of agriculture. Therefore, the agriculture disaster reduction should be regarded as the starting point by the public financial support for agriculture through direct investments and preferential financial and taxation policies.
