邓小平领导改革开放以农村为先导,是因为:农民改革的要求最迫切,应该顺应民心;农业是基础,农民是全国人口的绝大多数,农村搞好了才有国家的稳定和发展;农村改革比城市改革简单易行,农民解除束缚易于走上市场经济的道路;农业和农村自身的发展也需要改革先行,"一靠政策,二靠科学"。建设社会主义新农村是对邓小平领导改革开放重视"三农"问题战略思想的继承和发展,是全面建设小康社会并进而基本实现现代化的基础性和战略性的措施。

The reason why the reform and opening up Led by Deng Xiaoping began from the rural areas is the necessity to respond to the peasants’ most pressing demand for reform, to improve the rural situations to guarantee the stability and development of the country as agriculture is the basis of the country and peasants are the vast majority of the country’s population, to help the peasants to embark on the road of market economy as the reform in rural areas is easier than in urban areas; and to lead necessary reforms for the development of both agriculture and rural areas just as what the policy says 'First policy, second science'. The policy of building a new socialist countryside, is the continuation and evolution of Deng Xiaoping’s important strategic thinking—putting emphasis on 'Agriculture, Countryside and Farmer' issues while leading the reform and opening, and is also a fundamental and strategic measure for building a moderately prosperous society in all respects and then basically achieving modernization.
