摘要
天目山国家级示范自然保护区面积较小,且集体林面积比重大,创建社区共管模式可有效保护生物多样性和生态系统的完整性。本文根据天目山保护区的实际情况,以社区共管的涵义和基本原则为切入点,构建了社区民主共管模式的基本框架,并提出了分阶段实施的具体工作任务和保障措施,在生物多样性和生态系统得到有效保护的前提下,较好地处理了保护与发展的关系。
It has great significance to establish community co-management model for better conservation of biodiversity and ecological system in Tianmushan Nature Reserve. A basic frame of community co-management model was proposed and as well as implementation by stages and relative measures.
