摘要 从纳污能力计算中动态因子的不确定性研究出发,分析探讨了纳污能力计算的主要影响因素、存在的问题及相应的控制解决办法.强调了由于纳污能力量化结果具有的法规性,对其可靠性评价应给予高度的关注,在定量计算中应充分考虑水环境管理的要求和管理模式,充分考虑水体的自然特性、污染现状和保护目标,对设计水量、K值、水质浓度应合理取值,以避免对纳污能力的不当定值造成水资源管理的被动局面. From the study of the uncertainty factors on calculation of allowable assimilative capacity of water bodies, the paper analyzed the main influencing factors, existed problems and the corresponding solutions. The paper emphasized that we should give a high degree of concern on its reliability evaluation because the quantitative results of allowable assimilative capacity have law' s features. In the quantitative calculation we should take full account of environmental management of water demand and management model, and should give full consideration to the natural characteristics of water bodies, pollution status and conservation objectives, the design of water-flow, K value, and water concentration should be given a reasonable value, in order to avoid passive situation in water resources management by improper valuation.
