摘要
现行农村承包地调整制度是"增人不增地、减人不减地"农地政策的延续,但土地承包经营的初始公平却因户内人口的变化而出现了集体内人均承包地占有不公的矛盾,因此对现行农村承包地调整制度的实际运行情况进行社会实证分析,剖析其运行中的缺陷,提出相关建议有助于农村承包地调整制度的进一步完善。
The current rural land contract adjustment system is the continuation of the rural land policy of ＂increase no field when people increase,decrease no field when people decrease＂ But the initial fairness of land contract may be undermined because of the changes of the numbers of a household.The contradiction of unfair per capita contracted land in the collective may emerge.Therefore,the paper empirically analyzes the practical operation of the current rural land contract adjustment system,analyzes its shortcomings,and puts forward relevant suggestions to improve the system.
