摘要
土地储备投资是土地储备制度的重要组成部分,在调节土地供应节奏、改变房地产市场供求双方预期、完善保障性住房制度等方面发挥着积极影响,合理利用土地储备投资是各级政府必须正视的重要问题。文章以2009年北京市为拉动经济回暖和促进房地产市场健康发展而进行的1000亿土地储备开发投资为例,深入分析了土地储备投资对房地产市场的正面影响,即在促进土地市场健康稳定发展、平抑高企的房价、优化房地产市场结构以及调节房地产业区域布局等方面发挥的重要作用。
Land bank investment is an important part of land reserve system, which plays an active role in adjusting land supply, changing the real estate market expectation, and improving the security of housing system. Making good use of land bank investment is an important issue that the governments at all levels must face. This paper examines the case of Beijing in which a 100-billion-investment plan in 2009 is developed in order to spur the healthy development of the real estate market and the national economy, and analyzes in depth the effects of the land bank investment, such as boosting real estate market, stabilizing housing prices, optimizing the real estate market structure, and adjusting the spatial layout of real estate industry.
