贯彻实施《水法》 加强流域水资源管理——长江委贯彻实施《水法》十周年回顾

Implement《Water Law》—strengthen management of water resources in river basins

长江委作为水利部在长江流域和西南诸河的派出机构，国家授权其在上述范围内行使水行政管理的职能。在贯彻《中华人民共和国水法》十年来，长江委在流域水法制体系建设、防汛、河道整治与管理、水资源规划、取水许可与水中长期供求计划、水土保持、水资源保护、水法宣传和水事纠纷调处等方面做了大量的工作，取得了巨大的成绩。同时，还存在着一些困难及问题。大量的事实表明了依法加强流域水资源统一管理的重要性。

Changjiang Water Resources Commission is an authorized administrative agency of Water Resources Ministry in the valley of Yangtze River and southwest rivers of China,responsible for water management in these regions.For ten years' implementation of “Water Law of the People's Republic of China”,CWRC has carried out a lot of work and obtained great achievements in such fields as the establishment of legal system for water law in the valley,flood control,river regulation and management,water resources planning,water use certification and permit,middle long term water supply and demand planning,soil water conservation,water resources protection,propagating “water law” and mediating disputations about water affairs.In the meantime,there still exist some difficulties and problems.Many cases demonstrate that it is important to strengthen overall management of water resources according to law.
