随着经济建设的发展，河道违章建设项目有递增的趋势，已成为河道管理、防洪工作的“毒瘤”。为确保河道管理、防洪工作的顺利开展，建立一个稳定的经济发展环境，各级河道主管部门必须提高认识，依法加强河道管理工作。

Along with economic construction developing ,the illegal construction projects in river trend toward increasing, that have become the “malignant'of rivers management and flood-proofing work.In order to insure rivers management and flood-proofing work smoothly developing and build up a stable economy developing enviroment,all level departments responsible for the river must raise understanding and strengthen river management work according to law .
