浅谈工程定额管理与工程造价管理的关系及其作用

Study on Relationship and Functions of Engineering Construction Quota Management and Engineering Cost Management

首先解释了工程建设定额与工程造价管理的不同意义。从中西方国家不同制度下，阐述了工程定额管理是工程造价管理的基础，在工程建设现代化科学管理中起着重要的作用。同时从多方面来论述定定员管理体制存在的问题，说明改革和发展工程定额管理的必要性，建立与市场经济相适应的工程造价管理体系的迫切性，最后进一步论述工程定额过渡为工程造价管理是新时代发展的必然趋势。

In this paper, first, the difference between engineering construction quota and engineering cost was explained. It was shown by comparison the different management system between China and western countries that the engineering construction quota management is the basis of engineering cost management, and the former has an important function on modern scientific management of engineering construction. Then, the problems of current quota management system were discussed from many aspects, and necessity of reform and development of engineering quota management was demonstrated. Moreover, the urgency of setting up engineering cost management system which is suitable to the market economy was illustrated. At last, it is explained why the transition from engineering quota management to engineering cost management is a developing inexorable trend of the new times.
