20世纪80年代以来,特别是洛克比空难事件之后,利比亚备受国际社会制裁之苦,阿拉伯国家在帮助利比亚解除制裁方面无所作为,促使利比亚将外交政策重点转向非洲。卡扎菲高举泛非主义的旗帜,积极发展与其他非洲国家的关系,使利比亚摆脱了被国际社会孤立的处境,并在非洲舞台上扮演了重要角色。
Since 1980s,especially after the accident of Lockerbie Air Crash,Libya suffered heavily from international sanction.Because there was litter progress from Arab states for appealing for lifting international sanction for many years,Libya began to lever its diplomacy towards Africa in order to improve foreign relations.Gaddafi made great efforts to enhance diplomacy towards Africa in the name of advocating pan-African so that to break away from isolation in the world.Afterwards,Libya has played important role in Africa affairs.
