摘要
通过对广东省清远市人民医院和山东省泰安市中心医院的调查研究,总结了两所医院改革和发展过程中共有的特点,从领导体制、发展资金、经济管理、质量管理五个方面概括了两所医院深化改革的主要做法,阐述了两所医院院长的经营观、效益观和价值观。指出:医院深化改革的关键,是实行并完善院长负责制,进一步扩大经营管理自主权。
Recent years' reform and service achievements of the People' s Hospital of Qingyuan City in Guangdong Province and of the Central Hospital of Taian City in Shandong Province are analysed and considered to rely mainly on optimizing management autonomy and hospital director responsibility system for them to ensure that: hospital services and technologies remain synchronized with the requirements of development of market economy; health professionals' initiatives are fully mobilized to research and provide cost-effective, efficient, and high value-added services so as to realize greater benefits of medical productive forces; organizational structures and types of treatment are developed to set up and effectively utilize referral systems, allowing to devote appropriate service resources to those cases and needs where there are reasonably good chance of success on considerations of quality, economy, and benefits; development fund ways are created for subsistence, expansion and modernization of hospital services; effective quality control systems function well for monitoring the entire service processes and specific quality links in various departments.
