Discussion on Design and Optimization of Uncertainties in Land-use Planning

我国的国土规划始于20世纪80年代。由于受多种因素影响,国土规划存在大量的不确定因素,这些不确定因素的设计与优化恰恰是国土规划最棘手的问题。对国土规划中的不确定因素的设计与优化,应对不同的宏观调控政策的运行机制进行科学把握,为不确定因素预留足够的缓冲空间。从资源安全问题着手,将国土规模视为高层次的国土空间战略部署,把管理视为规划实施过程的延伸部分。

The paper focuses on the methods required for designing and optimizing the uncertainties in land planning.The specific methods are: scientifically grasping the operational mechanisms regarding different macro-control policies so as to allow sufficient buffer space for the uncertainties;starting with resource security issues,the land-use planning should be regarded as a high-level strategic plan of land space,and the management should be regarded as an extension of the implementation process.
