基于新制度经济学视野下的行政问责

Executive accountability system basing on the angle of new system economics

权力与责任是不能分离的,有权力就必然有责任。行政问责制是对国家行政机关及其工作人员特别是政府官员出现言行不当或违反民意的行为而对其进行道德和政治责任追究的机制,充分体现了权责对等的管理原则。问责制在我国还刚刚起步,在理论和实践中还有许多地方需要我们探索。新制度经济学强调制度变迁的路径依赖性,政务公开、完善行政问责立法、强化异体问责、营造"问责文化"等方面深化我国的行政问责制度。

If there＇s power then must have responsibility,the power and the responsibility cannot be separated.The accountability system of government officials is the system that investigates the government officials＇ political responsibility and ethical responsibility if their words and deeds are improper or their behavior violate the will of the people,and it fully reflect the management principle that the power and there sponsibility＇s reciprocity.The accountability system in our country still just start,still has many places for us to investigate in the theories and practice.The new institutional economics emphasize on the system transitional path depending,and we can promote the accountability system of our country depend on opening government affair,perfecting lawmaking on administrative accountability,strengthening variant interpellation and constructing culture of accountability.
