基于县域经济视角的辽宁产业园区发展研究

Study on Stimulating County Economic Growth via Developing Industrial Parks in Liaoning Province

产业园区建设已经成为县域经济发展的推动力。辽宁省委、省政府确定了以产业园区带动县域经济发展的方针后,辽宁县域产业园区呈现出投入增加、经济增长加快、产业承接能力和产业集聚增强的新趋势。同时,辽宁县域产业园区在发展中还存在着体制束缚严重、自我发展能力弱、园区企业规模小、产业结构层次低、产业升级缓慢、园区体系不完善和产业链不完整等问题。提出了政府引领与市场调节相结合,改革管理体制,拓宽县域经济空间,延长产业链条,促进跨域分工协作等政策建议,以促进辽宁县域经济的发展。

Constructing industrial parks in county districts to stimulate economic growth has been a latest trend in Liaonng Province. After the relevant policies formulated by the Provincial Committee CPC and Government, capital has been invested in those industrial parks more and more with rapidly developing economy, higher acceptability of launching new business and strengthened aggregation of different industries. Meanwhile, several problems are found, such as being fettered seriously by traditional economic system, weak self-developability, too small scale of enterprises in those parks, low level of industrial mix, slow upgrading of industrial products and incomplete park configuration/industrial chain. To stimulate the county economy, some policies are suggested as follows： combining the governmental guidance with market mechanism; reforming the management system; widening the economic field of a county, lengthening the industrial chain; encouraging transregional labor division/collaboration.
