摘要
根据调水工程管理的特点,分析了调水工程中委托管理的必要性以及可能出现的问题,并提出了解决这些问题的建议:通过构建信息披露、自然生态环境评估、激励、经济效益评价和优化调水管理等机制,避免产生委托管理中信息不对称及不确定等问题,最大限度地增加委托人利益。
According to the characteristics of water diversion projects,the necessity and potential problems of the commissioned management of water diversion projects were analyzed. The following suggestion for solving those problems was proposed: a mechanism integrated with the information release,the assessment and excitation of natural ecological environment,the evaluation of economic benefits as well as the optimization of water diversion should be established so as to overcome the information asymmetry and uncertainty issues in the commissioned management and to maximize the clients’ benefits.
