滨州市农业水资源可持续利用对策

Countermeasures for sustainable utilization of agricultural water resources in Binzhou City

分析了影响山东省滨州市农业水资源可持续利用的因素,结果表明,滨州市存在水资源总量不足且时空分布不均;水分蒸发量大,灌溉用水缺口大;地表水遭受污染;对黄河水源的依赖性强,泥沙问题严重;水价机制不合理,农民节水意识薄弱;水利配套工程不完善,末级渠系管理不到位;资金不足等问题。提出了实现滨州市农业水资源可持续利用的对策:①因地制宜地制定农业水资源利用规划;②改革水价机制,用经济手段促进节约用水;③推广非工程节水措施;④兴建蓄水工程;⑤积极筹措资金建设水利配套工程;⑥合理利用引黄泥沙;⑦保护农业生态环境。

The factors affecting the sustainable utilization of agricultural water resources in Binzhou City of Shandong Province were analyzed. The results indicate that the total amount of water resources in Binzhou is scarce,and its distribution is not temporally and spatially uniform. The evaporation capacity of water resources and the gap for irrigation water are both large. The surface water is polluted. It greatly depends upon the water source of Yellow River and the sediment problem is severe. The water price mechanism is not rational and the peasants’ water saving consciousness is poor. The auxiliary projects of water resources are imperfect and the management of the end canal system is insufficient. The capital is short,and so on. The following countermeasures for the sustainable utilization of agricultural water resources in Binzhou City were put forward: 1) scientific planning of utilization of water resources;2) reform of water price mechanism and promotion of water saving using economic means;3) popularization of non-engineering water saving measures;4) construction of water storage projects;5) active collection of capital and construction of auxiliary project of water resources;6) rational utilization of sediment from Yellow River;7) protection of agricultural ecological environment.
