关于水库移民项目扶持模式创新的探讨

Innovation of project support modes for reservoir migrants

针对开发性移民政策面临的两难困境,对移民项目扶持模式进行创新思考。借鉴国际项目贷款的机制,摒弃对公平的简单机械式理解,借助商业银行机构的专业优势对扶持项目进行最后审查,并提供部分商业贷款,银行还可以专家的视角要求地方移民部门及地方政府对扶持项目给予具体支持,以保证项目实施成功,从而调动移民群众自我发展的积极性,调动地方政府承担开发性移民责任的积极性,凝聚全社会的力量,形成支持移民发展的社会合力,推动移民经济的恢复与发展。

With regard to the dilemma status of development resettlement policy,the support modes of the resettlement projects were innovated. By means of the mechanism of international project loans and the abandonment of simple and mechanical understanding of the fairness,the professional advantages of commercial banks were adopted for final judgment of the support projects,and part of commercial loans would be provided. The commercial banks,as the status of experts,could also ask local migration departments and local government to offer specific support so as to ensure the successful execution of the support projects. Accordingly,the migrants’ enthusiasm for the self development and the local government’s enthusiasm for the responsibility for the development resettlement would be aroused. The social forces would be gathered to generate the social resultant forces for the resettlement development in order to promote the restoration and development of the resettlement economy.
