边界区域的环境问题及行政管理对策

Environmental-Problem in the Boundary Areas and Its Executive Countermeasure

从中国行政边界区域的环境问题、行政管理现状出发,结合环境法律关系主体的行为、区域环境合作机制对目前边界环境管理存在的主要问题进行剖析。提出改善边界环境管理的新思路:通过建立边界环境管理委员会制度来加强对行政边界区域的环境管理,解决邻近行政区之间的环境问题与纠纷,推进各自为政的区划性环境保护走向一体化。同时探讨边界环境管理委员会的体系结构、机构设置、职能及运行机制,分析建立该制度的优势、前景和意义。

This thesis at first dissects the present situation of environmental problems and its office procedure, and the primal problem of environmental management about the boundary areas. Then, shows the train of thought and countermeasure to improve the environmental management, and advances the ＂Boundary Environmental Manage Committee Institution＂（BEMCI） creatively, to solve the environmental problems and clash among the districts by reinforce the management to the boundary - areas. It will promote the environment -protecting policy that each did it in his own way into one. At the same time it discusses the structure and functions of Boundary Environmental Manage Committees, analyzes the advantages, prospect and the signification of this new institution.
