警察权是国家权力的组成部分,它的发展与国家的发展相生相随。当前我们应从加强警察权的保障作用、规范作用和社会作用对其定位,并重点强调警察权的公共性、服务性和权威性。

The police power is the part of the state power, which grows following the developed process of the country. At present we should research the police power on its safeguard function, the normative function and the social function. At the same time, we should give emphasis to the police power from the public policy, the service policy and the authority.
