论完善人民监督员制度的监督效力

Discussion on the System of the People’s Supervisor

人民监督员的监督权的监督范围是特定的,具体讲就是对检察环节发生的"三类案件"和"五种情形"进行监督。对"三类案件"的监督情况较好,而对"五种情形"的监督不是很得力。为此,必须在人民监督员的选任上加以改进,对人民监督员进行全面培训,拓宽其知情渠道,保证其独立性。

Scope of supervision is limited to ＂three types of cases＂ and ＂five kinds of situations＂ which belong to the scope of people＇s procuratorate investigation. Nowadays, Supervision to ＂three types of cases＂ is strong, while to ＂five kinds of situations＂ is weak. So, we shouhl reform about appointment of the people＇s supervisor, training supervisor, widening the bridge between people＇s procuratorate and supervisor as well as guaranteeing supervisor＇ s independence.
