摘要
城市轨道交通在建设、运行和经营中存在较高的系统性风险,实施全面风险管理意义重大。介绍了COSO(Committee on Sponsoring Organizations)发布的《企业风险管理整合框架》,并结合深圳地铁集团全面风险管理体系建设实践,探讨城市轨道交通企业风险管理目标、实施步骤以及组织架构设计。
High risks are existing in urban rail transit construction,operation and management,it is of great significance to implement an overall risk assessment.This paper systematically introduces the COSO-ERM framework,intends to research on the goals,the implement steps and the design of the orgainization structure of the risk assessment in urban rail transit enterprises based on the practice of Shenzhen Metro Group in this field.
