浙江省1996—2005年土地利用变化分析

Analysis on Land Use Changes from 1996 to 2005 in Zhejiang Province

研究目的:依据浙江省土地概查、土地详查、土地变更调查、土地更新调查成果,分析不同时段土地利用状况,构建浙江省1996—2005年"土地利用转移矩阵",分析各种地类变化情况,为土地利用总体规划修编和实施"以图管地"新机制提供决策依据。研究方法:文献分析法,实证分析法。研究结论:1996—2005年,浙江省农业结构调整、生态退耕、农田基础设施建设累计占耕地减少面积的59.39%,城乡居民点及独立工矿、交通、水利等建设占用耕地占37.65%。浙江省优质耕地与快速城市化区域在空间分布上高度重合,必须科学地编制与实施省、市、县、乡4级土地利用总体规划,协调保护耕地与保障城乡建设用地需求间的关系,调控土地利用方向。

The purpose of this paper is to analysis the land use situations during different periods according to the results of general land surveys, detailed land surveys, land change surveys and land renewal investigations of Zhejiang Province, so as to establish the ＂land use change matrix＂ of Zhejiang Province from 1996 to 2005, and provide a basis for the decision making in the land use general planning revision and the application of the new mechanism of so-called ＂map-based land management＂ through analysis on the changes of various land types. Methods of literature analysis and empirical analysis were employed. The results show that from 1996 to 2005, the decreased farmland due to the adjustment of agriculture structure, ecological restoration, and farmland infrastructure construction in Zhejiang Province accounts for 59.39% of the total decreased farmland, while the percentage of farmland areas which had been converted for the purposes of urban and rural residential use, independent industrial and mining constructions, and the communication and water conservancy constructions is 37.65% of total decreased farmland. Thus, the paper concluded with that in Zhejiang Province, the spatial distributions of high-quality farmlands and future urbanized areas are highly overlapped according to the maps. It is critical to scientifically work out and implement the general land use planning for the province, cities, counties and townships in order to coordinate the relationship between protection of farmland and meet the demands of urban and rural construction land, eventually result in a reasonable land use direction in Zhejiang Province.
