我国发展风险投资政府引导基金模式研究

Research on China Developing Venture Capital Through Government Guiding Fund Model

随着国家对自主创新支持力度的加大,创业投资作为一种"支持创业的投资体制",成为培育企业自主创新能力的重要途径。从世界各国的创业风险投资业发展的经验来看,政府应通过宏观调控设立创业风险投资引导基金,有效集聚社会与民间资金,扩大创业风险投资资本总量,这是促进创业风险投资业和扶持本国经济快速发展的必然选择。同时,政府还要设计好引导基金的运作模式,制定财政金融优惠政策,并提供良好的市场环境,疏通创业投资的退出渠道。

Due to the government supporting independent innovation gradually, venture capital, as an investment system starting a business, has become an important approach to develop independent innovation capacity of the enterprise. According to developing experience of venture capital all over the world, Chinese government should establish guiding funds for venture capital through macroeconomic control, accumulate social and private funds effectively, and expand capital adequacy of venture capital. This is an inevitable choice to promote development of venture capital and domestic economy. Meanwhile, the government should design perfect operating model to guide funds, make preferential fiscal and financial policies, provide better market environment, and smooth quitting channel for venture capital.
