Five Balances and Urban Planning

"五个统筹"作为科学发展观的中心内容,对于指导城市规划发展,构建和谐城市具有重要意义。文章通过对传统发展观和以"五个统筹"为核心的科学发展观在城市发展策略方面的对比研究,结合建国以来城市规划发展的得与失,得出了在城市规划发展中,要正确认识"五个统筹"作为认识观的方向引导作用和作为政策支持的实践指导作用,并不断地运用实践成果丰富和论证"五个统筹"的理论内涵,促进城市规划在"五个统筹"指导下和谐发展。

As required by the scientific development outlook, the ＂five balances＂ guide the development of urban planning on a macro scale ; and promote the construction of a harmonious city. Through the comparative study on the urban development strategy under the guidance of traditional development outlook and scientific outlook, combine with the gain and loss of Urban planning and development from 1949, this paper argues that we should pay much more attention to ＂five balances＂ which will guide in understanding of concept and the Policy support, fulfill the theory content by practice and promote the development of urban planning under the ＂five balances＂.
