战备渠灌区存在问题及发展对策

Existing Problems in Zhanbeiqu Irrigation District and the Development Countermeasure

战备渠灌区在工程设施和管理上存在设施老化、渠系水利用率低、来水量减少、水费不到位、投资不足等问题;结合该灌区的现状,提出了加大投入、发展节水、水价改革、调整种植业结构等有利于灌区发展的对策。

Several problems exist in works and management of Zhanbeiqu Irrigation District. They are aging of hydraulic structure, low water efficiency of canal system,decrease in water inflow, laying down water charge below water cost, lacking capital investment etc. On the basis of statusquo of this irrigation district, the article introduces some countermeasures favorable for development of irrigation district. They are increasing investment, developing water-saving, reforming water fee, adjusting the plantation structure.
