基于供求理论的金融监管强度边界及制度均衡解析

A Study on Intensity and Institutional Equilibrium of Financial Regulation Based on the Theory of Supply and Demand

金融监管需求函数与供给函数变化决定金融监管的供求关系,均衡的金融监管能够实现金融稳定和金融发展双重效果,但金融监管均衡属偶态而非均衡是常态。从我国金融监管发展的解读中可以发现,当前金融监管体制存在"制度性供给过剩"与"功能性供给不足"的双重失衡。短期内,应加强金融监管的国内协调缓解金融监管制度性供求非均衡矛盾;长期看,要改革金融监管制度,增加功能性金融监管的供给,满足金融发展对金融监管的制度需求,逐步实现制度供求的相对均衡。

Financial regulation depends on the changes of its supply and demand functions. Though regulation equilibrium can contribute to achieve financial stability and development,regulation non-equilibrium appears more frequent. Focusing on supply and demand theory,this paper analyzes the institutional evolution of Chinese financial regulation and finds that institutional excess and functional insufficiency still exist for the supply of Chinese financial regulation. We suggest that the government should,in the short term,pay more attention to financial regulation coordination and in the long term reform the regulation system and increase functional supply of financial regulation.
