摘要
风险管制是现代社会风险治理的重要手段之一,也是政府实施风险治理的最大优势所在。风险管制应该通盘考虑科学因素、经济因素、政治因素和法律因素,其核心理念包括公共利益、公正、平等、公开和责任。有效的风险管制需要各方面的综合改革,以此推进和优化风险治理。
Risk regulation is an important means of risk governance in modern society, and it is the greatest advantage for government to implement risk governance. In our opinion, risk regulation should consider scientific factors, economic factors, political factors and legal factors in all. The core ideas of risk regulation include public interest, justice, equality, openness and responsibility. More effective risk regulations need reform comprehensively so as to promote and optimize risk governance.
