本文论述了药品生产、经营及医院制剂《许可证》年度认证的指导思想、目的、内容及处理方法、材料与程序、组织与实施等，以供同道商榷。

In order to improve the management of drug quality,this paper put forward the proposal of annual inspection on drug manufacturer certificate,drug handler certificate and drug dispensing certificate.The guiding ideology,purpose,contents,procedure,organization and implementation of the inspection are discussed.
