处置突发事件中车辆保障能力研究

车辆作为武警部队摩托化输送最重要的运输载体,其保障能力强弱对于武警部队应急保障具有重大意义。本文首先介绍了突发事件的种类和特点、车辆保障在处置突发事件中的重要性及要求,然后对当前国内处置突发事件中车辆保障现状和车辆保障基本环节进行了分析,最后研究了通过形成快速反应能力,提高车辆机动适应性,保证运输组织指挥高效化,积极探索社会化保障模式,加强信息化手段应用等提高处置突发事件中车辆保障能力的对策,为今后部队处置突发事件提供一定参考。

Dealing with contingencies is one of the four main missions CAPF takes. Vehicle as the most important carrier, its guarantee capacity is very important to the emergency guarantee of CAPF. This paper first introduced the categories and characteristics of the contingency, the importance and requirement of vehicle guarantee in dealing with contingency Then, the current vehicle guarantee in China and the basic sections of the vehicle guarantee in dealing with contingency were analyzed. In order to give some reference to the future contingency dealing, Eventually, some countermeasures such as forming fast response ability, improving the moving mobility of the vehicles, ensuring high effect of the transportation organization, exploring socialization guarantee mode, and enhancing the information method application were put forward.
