金沙江中游移民与优势产业可持续发展研究

Research on sustainable development of advantageous industries for resettlement in the middle reach of the Jinsha River

金沙江中游是我国长江经济带重要组成部分,也是长江上游生态屏障建设的关键区域。"西电东送"骨干工程的水电站均分布在此江段。对该区域资源环境和产业发展现状、问题及水电站建成后的发展前景进行了分析,结合新型移民安置思路得到:①农业资源丰富多样,旅游资源待开发潜力巨大,但是资源开发却面临着资金交通制约、生态环境脆弱和开发模式转型问题;②区域产业经济发展迅速但总体水平低,经济结构中以种植业为主的农牧业占主导,林业和特色产业有待进一步开发,产业发展面临着门类与区域不均衡等;③以产业安置和带动移民发展为切入点,创新库区优势产业发展思路。提出了该区域必须以梯级电站和水能开发为契机,切实抓好水电建设的后续优势产业发展和移民工作,立足资源优势,主打"优势"和"特色"战略,寻找区域产业—生态—移民可持续发展的道路。

The middle reach of the Jinsha River is an important component of Yangtze River economic zone,which is also key region of ecological barrier construction in upstream Yangtze River.The key hydropower stations for'power transmission from west to east'are distributed in this reach.The development situation and problems of resources,environment and industries and prospect after completion of hydropower development are analyzed combining with new thoughts of resettlement.It is shown that:(1) the agricultural resources are abundant and various,and the tourism is of great development potential;however,the development is facing problems including constraint of fund and communication,fragile ecological environment and transformation of development mode;(2) the development of industrial economics is fast while its level is low;in agriculture,planting is dominant,the forestry and characteristic industries need to be further developed,and the industrial types and regional development are not balanced;(3) the industrial resettlement and development-oriental resettlement are considered as breakthrough points,It is proposed that we should take the development of cascade hydropower stations as an opportunity and pay adequate attention to the work of advantageous industry development and resettlement after the completion of hydropower development.Based on the advantages of resources,we should look for sustainable development of regional industry-ecology resettlement.
