摘要
文章以加州伯克利为个案,从战略一致性、IT价值传递、IT资源管理、IT审查与绩效评估、IT组织架构五方面分析其IT治理改革的战术方略,最后指出以大学核心活动为中心,以全校信息化决策机制、投资机制、审核机制及组织结构的全面改革为体制保障,以对IT资金和IT项目的全程监察与审核为途径,广泛调动校内外师生、管理者等相关利益群体积极参与信息化建设,从而实现以信息化促进大学变革发展的终极目标。这是美国大学IT治理改革的成功之道,亦是对我国大学信息化发展的启示所在。
The author analyzes the tactics on IT Governance in UC Berkeley from the perspectives of strategic alignment, value delivery, resource management, performance measurement, IT governance structure. Then point out that the core activities of university is the center, the comprehensive reform of mechanism on decision-making ,mechanism on investment and organization structure are the institutional guarantee, the supervision and examination on the IT capital and IT project are the main ways. And mobilize teachers, students and administrators etc to participate in the development of the implications of information technology, This realize informationization being consistent to the strategic target and mission of university, leads to the success of American IT governance, and offers the revelation to informationization of Chinese universities.
