摘要
The interethnic relations of main states in the world can be summarized as three models:centralized control,egalitarian syncretism,and ethnic federation;and the success or failure of the last one is a focus of attention.Relevant experiences in both China and other states have showed that ethnic autonomy is the system support to social harmony and national unification.It is insufficient that only depends on severe punishment or favorable policy to maintain a long-term harmonious and steady interethnic relations.However well-meaning the central government and however rational the policy,the process of implementation will be inevitable out of form.Therefore,it must start with improving the system to thoroughly eliminate the interethnic conflict.No matter in federal states or unitary states,interethnic conflict exists to a certain extent,while the key approach to the ethnic problem rests with reasonable system arrangement.The ethnic policy shall be established based on the combination of national unification,regional autonomy,and individual freedom,especially as the experiences and lessons of the ethnic federation have showed.
