罪犯的减刑问题一直是监狱管理中的一个难题,如何处理监狱与人民法院、监狱与罪犯、监狱与人民检察院的关系,直接关系减刑制度的良好运作。目前监狱管理活动中出现了一个难以解决的新问题即罚金刑不执行法院就不给予罪犯减刑,法院的这种做法挫伤了罪犯改造的积极性,给监狱管理带来了不稳定的因素。应采取相应政策以解决这一问题。

The commutation has been a hard problem of managing the prisons. How to solve the relationships between the prison and the court,the prison and the criminals,the prison and the procuratorate, which has great effect on the operating of commutation, there is a new problem on the prison＇s management that if the fine penalty isn＇t executed, the criminals could not be commutated. This would affect the criminal＇s enthusiasm, and also bring unstable factors. On the present situation, this essay will analyze the difficulty of execution on fine penalty, and the way to solve this problem by fair principle.
