摘要
从三峡移民的角度看,三峡水利枢纽工程的基本建成,意味着"后三峡"时期的来临。三峡移民工作的重心转为扶持发展和安稳致富,移民教育培训工作必须适应这一转变。目前,重庆库区移民培训还存在着行政指导性过强、转移就业效果不够理想、培训经费资助不科学、培训资源整合不力等问题。究其根本,移民培训政策不系统、培训过程设计不完善、培训对象素质不高等政策和操作层面的因素是重要原因。为此,应该从指导思想、教育培训模式、资金保障、教育培训制度等方面进行修正。
From the perspective of the Three Gorges migrants, the "after the Three Gorges" period is approaching after the completion of Three Gorges water control project. The focus of the Three Gorges resettlement work is switched to support the development and secure prosperity, and accordingly the work of migrant education and training must adapt to this change. At present, Chongqing reservoir resettlement training is faced with the following problems: there is too strong administrative guidance ; the effect of employment transfer is not ideal ; the funding support for training is not scientific ; the integration of training resources is poor. The reasons for the above problems include some policy and operational levels of the factors : migrants training policy is not systematic ; the design of training process is imperfect ; the trainees are not high quality. So the guiding ideology, the education and training model, capital support and education and training system should be amended.
