我国社会保障发展现状是:城市已形成较为完整的社会保障体系,而农村社会保障基本缺失,尤其是在城乡分割的社会保障体制下,相当一部分农民工和失地农民陷入社会保障的真空地带。同时基本养老、基本医疗作为最基本的社会保险项目,最低生活保障制度作为受众最广的社会救助制度,从目前看其保障作用相当有限。我国社会保障制度的严重缺失,直接影响了居民消费需求的扩大,对扩大内需政策的实施产生了极为不利的影响。

Relatively complete social security system has formed in urban areas,There is no social security system in rural areas..considerable number of migrant workers and landless peasants into the social security vacuum in the urban-rural division of the social security system.The role of the basic pension,basic medical care the minimum livelihood guarantee system for the protection of is very limited.China's social security system is seriously flawed,it direct impact on the expansion of consumer demand,and has negative effects on expanding domestic demand
