闲置土地管理长效机制研究——以深圳市为例

Study on Long-term Mechanism of Idle Land Management——A Case Study of Shenzhen Cuty

本文在对土地闲置的社会效应、原因以及闲置土地管理的现状和存在的问题进行分析的基础上,阐明建立闲置土地管理长效机制的必要性,并从完善规章制度、创新管理机制、改善外部环境、征收土地增值税等方面提出建立闲置土地管理长效机制的政策建议。

On the basis of an analysis of the social effects of idle land, the reasons for which bring about idle land, as well as the current situation and existing problems of idle land management, this article clarified the necessity of establishing the long-term mechanism of idle land management. Then we proposed a series of policy recommendations, such as improving the rules and regulations, innovating management mechanism, improving the external environment, imposing land value-added tax.
