建设创新型国家离不开中小企业的创新，中小企业创新是有效克服金融危机冲击，保持经济健康持续发展的关键。困扰中小企业创新的最大难题是资金短缺，通过资本市场创新，构建创业板市场、代办股份转让系统、产权交易市场和债券市场在内的多层次资本体系，推动风险资本的发展，形成资本市场、风险资本、中小企业创新的联动机制是解决中小企业融资难，提升创新能力的关键所在。

Therefore, it is significant to construct a multi-layered capital for innovation, to promote the development of venture capital and form the linkage-mechanism among capital market, venture capital and innovation of small and medium-sized enterprises.
