On Duan Qirui Government's Diplomatic Policy to Japan

段祺瑞执政后,改变了袁世凯时期"中而不立"的外交政策,提出了对德奥宣战。其主观动机是抑制日本,力争中国在国际舞台上的地位,并非受日本政府驱使。可当日本积极支持中国参战,并大量地向北洋政府提供贷款,成为段"武力统一"内政方针的财政后盾时,段政府就成为了日本利用的工具。其直接后果,致使中国国内军阀的军备剧增,导致政局的进一步混乱,进一步加剧了南北分裂,反不利于统一。段依靠日本统一南北的政策是与虎谋皮,断送了政权合法性的民族道义,促使着中国民族运动高潮的到来。

After taking power, Duan Qirui proposed wars against German and Austria, which changed the foreign policy in Yuan Shikai Period. Duan＇s subjective motivation was restraining Japan to strive for China＇s status on the international stage rather than being driven by the Japan government. However, when Japan financed Duan＇s gnvemment to back up his policy of uniting the country by force,actively supporting China to enter the wars and providing substantial loans to the Northern Government, Duan＇s Government became a tool for Japan,the a direct result of which was that the arms of Chinese warlords raised sharply, the political situation was more disordered and the division between North and South became worse.Duan＇s dependence on Japan brought about the abscencc of national morality of a legal political power and led to the high tide of Chincsc national movements.
